The sentence is in present perfect tense and has two objects 'me' and 'a text message'; First transformation can be done converting 'me' into the subject- 'me' is converted to subjective pronoun 'I';  the auxiliary verb following I is 'have' so 'has not sent' is changed to 'have not been sent', followed by Direct object 'a text message' and then the doer introduced by preposition 'by' So the correct answer is 'I have not been sent a text message by Michael.'
Second way of conversion can be turning direct object 'A text message' into the subject; it is followed by a singular auxiliary verb as it is a singular subject; so 'has not sent' is changed to 'has not been sent', followed by Indirect object 'to me' and then the doer introduced by preposition 'by' So the correct answer 'A text message has not been sent to me by Michael.'
