Indirect Speech is used to report something in our own words.
The given example is an example of Interrogative Questions. Indirect speech is formed by using 'ask' + question word + clause. 
The clause will have the question, in normal word order and with the necessary tense change. In this case, the simple present tense is given in clause. It would be changed to simple past tense. 'Can' is changed to could and 'these' is changed to 'those'. 
Indirect speech would be - He asked how he could help in those circumstances.
Thus, option B is the correct answer according to the rules.
