A gerund is a form of a verb used as a noun, whereas a participle is a form of verb used as an adjective or as a verb in conjunction with an auxiliary verb.

The correct option is option A as 'having' though a verb form acts like an adjective here and gives us an idea about what happens in the sentence. i.e. Someone's collar was grabbed.

The incorrect options are:
B - as the tense of 'seizing' is incorrect.
C and D - Leading here acts like a verb and not an adjective. Thus it isn't used as a participle here.
