Modal Verbs show us the attitude of the speaker to what is being said or done. The term "modal" means expressing mood and mood is a way to express the attitude of the speaker.

Option C is the correct answer because it expresses uncertainty and according to the given sentence it facilitates with the mood of something in the past that didn't happen. 
Whereas, option A expresses certainty regarding not performing the act;
option B expresses certainty regarding not buying it in the future;
option D expresses inability. Therefore these three options don't fit in the given question.
