We would be understanding the subject-verb agreement in this case. When the subjects joined and have different persons, the verb will agree in person and number with the noun nearest to it. In this case, it is near to "Tanya" which is in a singular form. Thus, the verb would also be singular. 

Have is the root verb and is generally used alongside the pronouns I / You / We / Ye and They and plural noun. It is the wrong option.

Has is used alongside the pronouns He / She / It and Who and singular. It is the correct option.
Had is only used in the past tense.
Option A is correct.
