Modal verbs show us the attitude of the speaker to what is being said or done.
The given sentence is the question form therefore it expects a modal verb which would ask the preferences.
Option A and C are correct because option A expresses the mood of a certain possibility and option C expresses a certain ability. Therefore the sentence takes both the modal verb as correct answers.
Whereas option B and D are not suitable answers because option expresses what is right or what needs to be done, and option D shows lesser possibility than "May".
