In the given sentence, the subject is, 'The fleet of vehicles' which is singular, ie. 'Fleet' is a Collective noun, therefore the helping verb has to be singular to agree with the subject.

From the given options, Option A is plural verb, Option B and C are singular helping verbs but can not be followed by present participle form of the verb. The given sentence consists of present participle form of the verb immediately after the blank. Moreover, Option C - 'am' is used with 'I'. 
Option D - 'has' is a singular helping verb which agrees with the given subject 'The fleet of vehicles' and can be used with present participle form of the verb.
Therefore, the appropriate verb to fill in the blank is : Option D - has.
