The correct option is A. 'Used to' means something that happened but doesn't happen anymore. It shows past tense. It always means something that happened in the past, it should always use past tense. Have to/didn't have to shows the requirement or necessity thus C and D are incorrect options. Option B makes the opposite sense of what the paragraph is stating hence it is wrong. 'Wasn't used to...... used to' is the correct answer.
