Modal Verbs show us the attitude of the speaker to what is being said or done. The term "modal" means expressing mood and mood is a way to express the attitude of the speaker.

The given sentence expects a mood like something which is supposed to happen in past didn't take place.
Therefore, option D is the correct answer because it expresses what is supposed to happen in the past.
Whereas option A contains "could have" which suggests uncertainty actions in past  and therefore it is not applicable in the sentence;
option B contains " can have" which suggests ability in the present and therefore doesn't fit in the sentence ;
option  C has "can't have" which suggests inability and as a result it doesn't support the mood of the sentence.
