The sentence is grammatically correct. The rule is that two singular nouns connected by 'nor' or 'or' always take a singular verb. Here, 'Sanjay' and 'his brother' are the singular nouns thus they take singular verb 'was'. 'Were' is a plural verb which is not best fit according to rule. Hence, option B is right answer. The mentioned sentence is correct.
