Option A) is cannot be used before 'be' in the sentence and so, it is the incorrect option. Option D) 'might' indicates a slight possibility, ruling it out as well. The sentence indicates an ability to do something by planning and so a possible answer is option C) incorrect= will, correct= can. 'Should' is used to impose some kind of obligation or provide some advice. Hence, 'should' is also a possible answer. In this case, however, the sentence is stating a requirement or obligation.
