Correct nucleophilicity order is Me-O>Me-CH2-O>Me2CH-O>Me3C-O Order is as per steric hindrance
Due to lesser electronegtaivity of S as compared to Cl.    
Due to greater solvation of smaller F than I than  in H2O.
