The assertion is that laterite soil is formed in tropical and sub-tropical climate region which has wet and dry seasons.

Due to high rainfall and hot climatic condition, there is intense leaching i.e. loss of water soluble

nutrients from the soil due to excess rainfall. This gives rise to laterite soil that is not very rich in nutrients.

The reason given in the question is true and the correct reason for assertion.
