The first form of the sentence is in question form. The past tense is never used in question forms. 

Tell/told is used mainly to share information, and normally only when the receiver of the information is mentioned which matches with the first part of the sentence. Now since it is in question form, we would be using the base form of the verb: "Tell"

Say/said is used for exact quotes, and when the receiver isn’t mentioned in the sentence which matches with the second part. This is also in the present form, thus it would use: "say"
